[Segtex] segabs.cls

I have added a segabs.cls class for SEG abstracts to the package. This
implementation is based on what has been in use at SEP for 8 years. It
might be different from what other people are using. The intention is
to make it maximally compatible with geophysics.cls so that the author
could turn a Geophysics paper into an SEG abstract (and vice versa) by
simply changing \documentclass.

Please give it a try and let me know if you notice any problems. I
attach an example. All necessary files are available from
http://egl.beg.utexas.edu/viewcvs/trunk/tex/latex/seg/?root=texmf
