[Segtex] captions in manuscripts

Following Joerg's suggestion, I have changed the caption behavior in
manuscripts. Now captions appear not only in the figure and table
lists but also under figures and tables. Two reasons for that: it
makes reading manuscripts much easier and it allows authors to use
\caption without using \plot, \sideplot, and \multiplot.

Please let me know if there are any problems with this change.
