[Segtex] SEGTeX moves to SourceForge

I have decided to move the package distribution from our local server
egl.beg.utexas.edu to sourceforge.net The SourceForge download servers
are distributed around the world and are more reliable and efficient.
SourceForge also provides many additional features for open-source
collaboration (bug tracking, feature request tracking, etc.) that the
users might like.

The new webpage is http://segtex.sourceforge.net (redirected). I like
the wiki format, because it allows everyone to edit the page and fix
documentation. However, if SEG decides that it is more appropriate to
host a page like that on the seg.org, we can move it there.

If you have been using Subversion to access the package before, please run

svn switch --relocate http://egl.beg.utexas.edu/svn/texmf \
https://svn.sourceforge.net/svnroot/segtex

once inside the top directory. To obtain an upload permission for "svn
commit", please register with SourceForge
http://sourceforge.net/account/newuser_emailverify.php and send me
your username.

I have set the current version number to 0.8 (beta).  The main task
for going from 0.8 to 0.9 is improving the package documentation. We
can also update the SEG.bib database whenever SEG makes the current
DCI available. The DCI search page on seg.org displays nice "bib"
buttons but the conversion to BibTeX is disturbingly incorrect. Any
help in improving the segtex documentation or the SEG-DCI-BibTeX
interaction would be appreciated.
